On the bottom level, I would have the lunch lines in a circle in the middle of the room. The kitchen would be separate which makes more work for the lunch ladies but they could just keep back up food inside the circle to last them enough for one lunch period and then between periods, restock. This way its easier for the kids to reach all of the lines and they don't get in the way of tables as much.
