What should I upload in this Develop Solutions step?
Consider uploading images (JPG, GIF) of your rough digital model. It's ok if your model is still a work in progress. Show an axonometric or perspective view with people, which will help others understand the scale of your library.
How do I develop solutions?
Look at all of the ideas you gathered in the last step. How do those respond to the needs of the space? Learn more about developing solutions here.

Great attempt on your drawings! I see you have incorporated glass walls to allow for transparency to outdoors spaces in your scheme.I do have a few pointers to better your scheme.
1- I notice the entry to the toilets facing the seating area. This will not be a pleasant sight while eating.
Also this spot will have a lot of traffic and will be bothersome to the people at the tables near the toilet entry.Rotating the toilet block 90 deg clockwise could solve this.
2- The entryways into the dining space lack clarity. Are they air locks?why are they surrounded by walls?is there a sliding door at one end?

It would be nice if you could include a little bit more text on the drawing or explanation below so the viewer understands why you chose this particular solution.
