Often times pocket parks are solutions in municipalities for lots which are either derelict or abandoned. The objective of taking an underutilized space and potential liability and transforming it to a useful public space with little expenditure upfront and in the future usually takes precedence. Creating a solution which not only adds to its environment, but can do so with less overhead is a municipality's primary goal and unfortunately this usually wins out over thoughtful design like yours. In refining this design I would focus on simplifying areas, using elements which require less upkeep and segregating the play space from traffic areas.
