Adaptive Reuse
Architects often find creative ways to reuse old structures that are no longer in use. Check out how old rail lines were adapted to create New York's High Line and Chicago's 606.

The statue will attract people to visit the park. You should add more shade structure for your picnic tables and benches and think about how you would maintain the large area of grass without wasting too much water.
Will the horse really attract people to the park? ^ Also, the types of trees don't seem too great for your site. Another thing to point out is the lack of flow throughout the park, there's very few pathways to travel across the park and a detrimental lack of shading throughout the design.

Shading can be adding for the those picnic areas. Also providing more "attractions" or a selling point will help bring in more people.
This park doesn't have much to offer besides the horse, I feel like not many people would be attracted to visiting the park.
