It is a great idea to incorporate things like weather patterns into landscape design, you are outside so you should use the beauty and complexity of nature to your advantage. For example - could you capture the impact of the wind through chimes or other features. Vegetation is not your only tool when you step outside to design. This is a great representation of how the park will visually look, however it does not actually explain the big picture. Incorporating different views and detailed drawings will help visually explain what is going on within the park to prevent confusion. The variation of vegetation types is amazing and work perfectly to create the oasis feeling but for the waterfalls, where would the water source be and how much water would be used? Las Vegas is a desert, water should be conserved.

The idea for your park is very solid and realistic, but I don't believe this is the best location for your type of park. Your park will have many people such as dog walkers, families and joggers going though. Which is a good thing but not a good thing for the Law office the neighbors the property.

This is a very creative and reasonable idea. Take care not to make the walls too tall.
