I have personally owed a plum tree before and I remember how well it did in our climate and is lasted many years in our backyard, my neighbors had one too and since they were so close together it looked like one huge tree from the back, and people would pick from the back so we wouldn't notice. So I feel that if people would pick plums back then, may be it would be a good idea to have some near the houses (in the back of the park). Whatever grows past their wall or fence is technically their property so I feel the house owners can benefit if they would like to take plums from those trees and any passerby can do the same from inside the park as well and I can see many people enjoying it and the fruit it gives off. Plus, it can bring in a bit of color for the park.
