It would be better on how you will intend to keep these plants alive in the environment of Las Vegas considering that they are not native to the area.
Often times municipal parks, especially smaller ones like yours, incorporate irrigation systems tied off from the municipal water supply- which is already in place. Often times they're justified in that the costs to manually maintain or replace plants is significantly greater than a one time cost of installation and very minimal routine maintenance of the irrigation system itself. A park like yours seems to be a great candidate for this.

True, extra water and care may be needed to maintain those plants. Thank you, those are indeed issues I did not think about nor addressed.
