These are some solutions I thought of for the flood spot predicament. The first is an elevated entry path. Like a boardwalk or a bridge, it will allow people to enter the building even if there's ankle-deep water below. The second is an underground cistern. Cisterns retain rainwater to be used. They're cheap and they require less energy than regular water lines. With the cistern, flood spots will be drained to the cistern, which will filter the water for use in bathrooms and the rooftop sculpture garden.

I like that you are thinking of ways to reuse the water accumulated on your site! Remember that this water can really only be use for irrigation and flushing toilets.
